Public indecency incident reported on campus

The SIUE Police Department responded to a report of public indecency at the Woodland Hall grounds on Aug. 25.
The female told the police that a black male in his 30s or 40s on a silver bicycle slapped her on the buttocks. The subject parked the bicycle and exposed himself to the female. The male was last seen riding toward Woodland Hall. The police searched the area, bike trail and Red Lots, but they were unable to locate the subject.
The Edwardsville Police Department was notified. Captain Tony Bennett of the SIUE Police said the investigation was going well and the community would be notified if there was a threat.

How is the investigation "going well"?? They haven't caught him, and apparently don't have any leads....
