Counterpoint: State needs to pay bills, not create more deficit

Abstract:
According to Fox 2 News, the state of Illinois has a $13.2 billion deficit and $3.9 billion in unpaid bills, some of which have Southern Illinois University's name on them. It would make sense then that the state of Illinois would be making every effort to pay back those bills and not spend more money....
